Marc, in Maryland you need a learner’s permit, and at the DMV, they need to either see you offload the bike from a truck, or you need to have a licensed rider with you.
To ride legally on the street in Maryland you need a learner’s permit and technically a licensed rider with you on your bike, another bike or in a car, but in practice most people ignore that second part. You definitely need a learner’s permit.
